An independent, credible, and effective Office of the Ombudsman—recognized as the nation’s foremost guardian of integrity in public service—where every act of public power is measured against the Constitution, the law, and the demands of conscience.
We envision an institution that works as it should: professional and principled, firm yet fair; grounded on evidence; decisive in holding wrongdoers to account, and equally committed to protecting the rights of those it serves. We lead with integrity, restraint, and ethical courage, and we embrace transparency and accountability as the foundation of public trust.
We also envision an Ombudsman that strengthens the Philippines itself—building a culture where public office is a moral responsibility, where institutions perform their mandates with competence, integrity, and a steadfast commitment to public interest , while citizens are informed, engaged, and empowered partners in governance. In the Philippines, trust is earned, wrongdoing is confronted, and the government becomes worthy of the people it exists to serve.
MISSION
To uphold the Constitution as the independent guardian of integrity in public service—preventing, investigating, prosecuting, and adjudicating corruption and misconduct in all levels of government, without fear or favor.
We enforce accountability through fair and decisive action, discipline erring officials, pursue criminal liability before the proper courts, and ensure that every complaint is addressed promptly and impartially, with full respect for due process and equal protection under the law.
We strengthen institutions by advancing corruption prevention, promoting ethical standards, recommending systemic reforms, and modernizing our processes through technology and innovation—ensuring that our work remains responsive, efficient, and accessible.
Through principled leadership and institutional excellence, we will help build a Philippines where public office remains a true public trust.
MANDATE
The Ombudsman and his Deputies, as protectors of the people, shall act promptly on complaints filed in any form or manner against officers or employees of the Government, or of any subdivision, agency or instrumentality thereof, including government-owned or controlled corporations, and enforce their administrative, civil and criminal liability in every case where the evidence warrants in order to promote efficient service by the Government to the people (Section 13, R.A. No. 6770; see also Section 12 Article XI of the 1987 Constitution).
The Ombudsman shall give priority to complaints filed against high ranking government officials and/or those occupying supervisory positions, complaints involving grave offenses as well as complaints involving large sums of money and/or properties (Sec. 15, R.A. No. 6770).
